With the reform of our political and economic system, the disadvantages of the traditional sport system are divulged increasingly and it is necessary to reform the relevant systems so as to control and optimize the process of sport. It is inevitable for reform to pay out cost and to pursue benefit, so it is of great academic and realistic significance to research on the cost and benefit of the athletic sport system in our nation.Using the methodologies of document, expert-investigation, and comparison, and basing on system economics, this thesis researched macroscopically on the cost and benefit of the athletic sport system, and made a relatively deep analysis on the theoretic foundation, main beneficiary, cost payer, property right and benefit of the athletic sport system and its reform.The thesis concluded: the cost for the reform of athletic sport system means the total investment and expense, including the investment in the process of innovating, designing and actualizing the system and the social expense paid in the process of benefit adjusting between social members. The benefit of the reform means the total effect and income obtained by units, individuals and the whole society in process of reforming. The cost and benefit are affected by the style of reform, the difference of beneficiaries and the difference of restrictions. Under the planned economy, the cost of athletic sport in our nation was very high, the economic benefit was very low and the government was the sole beneficiary. During the time of economic transformation, the market played a minor but increasingly active role in the collocation of athletic sport resources. Though social benefit still played a major role, economic benefit and the benefit of social groups started to draw people's consideration. Cost and benefit can be optimized by the combination of integral but gradual and partial but radical reform, by the combination of interior and exterior restriction, and by beneficiary diversification. Appraisal of the reform can be made from the aspects of cost management, social benefit, economy benefit, choice of opportunity, and boundary benefit. So, during the time of economic transformation, the model of athletic sport in China was transformed from dominating by governmental interference to the combination of governmental interference and social groups interference. Judged from the trend of social development, under market economy, our athletic sport should be guided by society and regulated by the market.
