Research On Our Public Education Expenditure

Education is a basic industry which has overall, leading effect on the national economy, it plays an important role for innovative team, technical use team, technical management team, technology popularization foundation and knowledge and experience spread with modern way for the society. The 16th National Party Congress report pointed out that"education is the base of science and technology development and talent training, plays a leading role in the modernization construction, so it must be placed in the strategic position of priority development".At present, in our country education situation is still"poor countries do greater education", and education is not the private goods, so education expenditure needs government finances to help resolve in the process of economic development. Our country education development start reform and open to the world, got obvious achievements, and has an increasingly important effect on socio-economic development, but there are still many problems to be solved. Based on theoretical analysis of public education expenditure, the article analyses the scale, structure, performance evaluation situations of public education expenditure and the international gap with other countries, points out some proposals of our public education expenditure consequently, and provides a little proposals of education development.In addition to introduction, the article is divided into four parts.The first part is the contents of public education expenditure theory. It includes the meaning and expenditures way of public expenditure education, as well as public education expenditure theory, such as the theory of public goods, endogenous growth theory and human capital theory.The second part analyses the scale and structure of public education expenditure. Firstly it analyses the scale and structure situation of public education expenditure, and then compares with the international countries.The third part analyses performance evaluation of public expenditure education. It chooses mainly the principles and specific indexes of performance index, and analyses performance evaluation of our country public education expenditure.The fourth part is the proposals of improving our public education expenditure. With the previous part of the analysis, it puts forward several proposals, such as increasing investment scale, optimizing expenditure structure, increasing efficiency in the use of funds, as well as other measures.
