The American government has always taken the development of basic education as an issue. With the development of the education reforms, increasingly importance has been attached to teacher quality. It's realized that highly qualified teacher is very important to the elementary education. To meet the requirement of No Child Left Behind Act, Highly Qualified Teacher Program has been to one of the most notable characteristics of the current reform movement in the U.S.teacher education which is much valuable for us.The main body of this thesis can be divided into four parts.Chapter one, introduced the American Highly Qualified Teacher Program from background and standard two aspects.Chapter two presented the impelling measures which have been taken both from teacher program reform and government finance supports to meet the requirements of Highly Qualified Teacher.Chapter three, discussed the actualities and matters that appeared in the reform, based on the reports from Educational Testing Service and National Council on Teacher Quality and presenting the analyzing on the problems aroused in the implement of the Highly Qualified Teacher Program.Chapter four, on the premise and foundation of the present problems in faculty building in China, described the useful experiences gained from program in USA, giving the suggestions in the practices of Chinese faculty's quality.
