As China's economic development, the government and peoples made higher demands on education. The very important things for the government to consider are to make a number of teachers, and to improve the overall quality of teachers. In the process of solving these problems,we gradually realized to implement the teacher's qualification system is the most important solutions. But during implementing teacher's qualification system there were many unexpected problems, and they cause to teacher Certification is low quality, and the teacher's qualification system does not work well. This paper is based on some literatures, considering the development of education in Jinan, analyzing the interview, then summed up some issues about teacher certification at Junior High School in Jinan and also pointed out some solutions.This paper has three parts:The first part mainly instructs the concept of teacher certification, its background and development and the significance of this system. Teacher qualification system is licensing system for the government to make sure the teachers with fundamental quality to do educational work. Teacher certification is the basic requirement for the prep teaching staff to join school, and the prerequisite for the people to get teaching job. Teacher certification and its validity is the important content for teacher certification system. There are three main factors for the birth of teacher Certification System: the need of economic development, the higher demands on teachers and the strong tendency towards professional teachers all over world. The development of teacher certification system has gone through three stages: the initial establishment of teacher Certification System (1986-1993) , the improvement of teacher Certification System (1993-2000), the full implementation of teacher Certification System (2001 --- now). There are three significances for implementing teacher Certification system: it is one of the fundamental measures to build up qualified teachers; it is prerequisite to ensure the quality of teachers and improve teaching quality; it is the effective way to improve the social status of teachers and attract talented teaching staff.The second part focuses on a few problems about teacher certification and its validity at junior high school in Jinan. Here: The difference of the actual validity and standard of teacher certification between different region make underutilized people; The incomplete types of setting and application for teacher Certification causes the management of teachers is difficult in junior high school; the incomplete standards and the single-measurement approach make the moral test do not work well; The teaching test does not focus on teaching ability, the measure of the test is low effect. These lead to teacher Certification is low quality in junior high school, the long-term validity of qualifications impede the teacher terms to be more professional and so on.The third part points out the corresponding solutions for teacher certification and its validity. In order to attract teachers who truly love education causes and have good teaching ability to join junior high school in Jinan city, it is necessary to break the regional restrictions, and extend the actual validity of teacher Certification. To adapt to the need of new curriculum reform, we should increase the types of qualification certificates, and limit the scope of application strictly according to the management of teachers and the development of education in Jinan city, and establish periodic teacher's qualifications system, and ginger up the professional term, All these will promote compulsory education to grow the faster and the better in Jinan city. So that we can raise the quality of teaching to a higher level, and make every endeavor to satisfy peoples and society.
