In 2002, the United States enacted the HQT plan, ordered that all teachers teaching core curriculums in state elementary and secondary schools must meet highly quality standards and get a highly Qualified Teacher certification. After the implementation of nearly a decade, teacher quality of United States improved, and HQT had a significant impact on teachers'professionalization. This article uses HQT's social background as the starting point of discussion on United States'specific requirements on high teachers'quality and teachers'professionalization, certification standards, and quality requirements. To summed up with the impact of HQT to teachers'professionalization, in order to draw lessons from it to China's high-quality professional teacher training.The article consists of three parts. The first part starts from the preface, which discusses the research programs and core concepts, followed by the United States'the requirements of teachers'professionalization and quality standards, and mainly analyzes the characteristics of American HQT training.The second part is about United States' two certification standards——HQT standards and teacher certification standards, and the two certification routes'performance under HQT. It studies HOUSSE standards as the main indicators of HQT, the implementation and background of HQT, and its influence to teachers and teacher professionalization, teacher professional institutions, teacher quality and so on. Then it sums up that HQT promotes teachers'professionalization, but also limits the instruction. What's more, it points out difficulties and defects of HQT.The last part introduces Chinese teachers training and quality, by concluding simple and less demanding on quality requirements in China, and points out the loopholes in the process of teachers professionalization, the overall lack of high quality teachers, and the problems in teacher certificating, with the conclusion that HQT can be a new reference to training of Chinese high quality teachers, and China can take excellent measures from United States into the training of Chinese high quality teachers.
