Meanwhile, we have found that with the development of the situation and the acceleration of the pace of higher education reforms and development,the factors which may do harm to the security of university are becoming more and more complicated and the task of guarding university safe is more and more formidable.Enhancing the university students'safety instruction and management not only embodies CPC central committee's requirements on the construction of harmonious socialist society but also it is an important way to set up harmonious campus and realize the function of university education. So paying attention to the university student safety instruction and management has an very important significance to strenghen the safety sense of the teachers and students and to establish a safe,stable, long-term mechanism.University students'safety instruction and management is an important measure to meet the challenge of the era and to secure the stability of our country, our society and the campus. Safety instruction and management, which has been one of the important measures for us to prevent accidents and reduce loss, is a long-term and effective channel to improve university students'safety sense and is also a strong security to strengthen the safety level of the whole nation. Safty instruction, which determines the essence of education, is a life education and safty instruction has close relationship with humanbeing's survival. Without good environment, humanbeing is not able to live, so as a kind of life education, its importance is obvious to everyone. Safty instruction is a public education, which determines the scope of university students'safety instruction, and university students are one of the branches of the public, so the significance of university students'safety instruction not only plays an important role in university, but it also has an deep impact to the society. Safty instruction is a trans-century education, which determines the span of safety instruction. With the development of the society and humanbeing's extension, safty instruction is also a whole life education.University students'safety instruction is a pressing requirement to be adapt to social development and promote robust growth of university students. The motto"safety first"is well known to everybody in every place. To university, even though it should regard education quality, talent cultivation, the improvement of university profits and efficient development as the most important task, but it should also parallel those with security. Safety is to benefit what water is to boat."Fire and water are good servants, but bad masters.". It is only good safety management that can reduce accidents and can secure the work efficiency ,the development of education and the realization of the education targets. So we should improve the university safety management so as to contain the safety accidents. Good safety management is an important guarantee for us to carry out education work and enhance the education running profits.Basing on the social background of"safe and civilized campus infrastructure", the thesis forcuses on the theory and practice research on the university safety. It illastrates systematically the basic theory of the university students'safety and management, the problems it meets and the main countermeasures from the theory aspect; it also analyzes systematically the living problems during the course of university students'safety instruction and management from the reality aspect and then suggests the strategies on the safety instruction and management.
