Volleyball referee work is an important part of volleyball competition. The quality of referees'judgment not only relates to the smooth running of the competition, but also affects the improvement of the athletes'skills. Top referees can promote the high quality of the competition. On the other hand, high level competition needs higher quality of the referees. With the development of China's volleyball movement and progamer league in recent years, Chinese players'performance has been greatly improved. Besides, the advent of the 2008 Olympic Games brings more international volleyball competitions in China.Nowadays, volleyball competitions become more fierce, competition rules more regulative, and competition area, facilities, and equipment more modernized. As part of Chinese referee team, Hebei referee team has to adapt to this tendency. Geography and competition advantages present newer and higher requirements for Hebei volleyball referee team. Therefore, it becomes very important and urgent to enhance Hebei referee team construction and elevate the quality of all referees, especially quality of those grade-one referees and national referees. To further popularize and develop volleyball referee judgment, the author conducts a tentative investigation and analysis of the current situation of Hebei referee team, on the basis of which, the paper aims at finding out existing problems in the referee team, clarify learning objectives of referees, improve cultivation means, and optimize managing methods so as to provide some insights for Hebei referee team construction.A literature review of referee researches discovers that there are few studies on volleyball referees which center around volleyball referee judge methods and referee teaching. There is no comprehensive effort on Hebei volleyball referee team. Only a systematic research on the current situation of Hebei volleyball team can reflect its problems and raise rational advice.The present paper employs methods of literature review, investigation, statistics, and logical inference, and takes Hebei grade-one and higher referees as research objects. The research arrives at the following findings: Hebei volleyball referee team has made great progress in recent years, but as all of them are part-time referees, there are still many problems existing in the team, such as its complicated domestic structure, single knowledge structure, low research level, not enough leader's attention, few working opportunities and undeveloped referee management and cultivation. These problems hinder the healthy development of Hebei referee team.The present research connects the practical situation of the referees'working environment, takes domestic and overseas successful experiences and provides relevant suggestions: attention should be paid to the cultivation of referee reserve forces, and to the stage of school cultivation; competition should be integrated with education so as to elevate referees'quality; importance should be attached to the excellent representatives in every area, who can accelerate the referee team development in this whole area.Suggestions also include: enhance leaders'attention and establish relevant regulations; restore volleyball association's management function and enhance the management of referee committee. Establish relevant website, strengthen network resources use, and reduce communication inconveniences between different regions. In organization and management, it puts forward referee information digitalized management form which is based on referee individual information database and performance digital files. It scientifically supervises referees'personal information, performance and learning progress, and provides a theoretical basis for referee application, selection and test.Importance should be attached to referee accreditation and migrating mechanism; ensure legistration constraints, and establish proper awards and punishment system; besides enhancing supervision of management department, measures should be taken to enhance society management force; complete referee motivation and guarantee mechanism, solve contradictions of referees'job and their part-time jobs, and help them elevate their self-motivation.Update cultivation and education modes, and establish complete training plan so as to ensure the systematic proceedings of referee training; renew training contents combined with society requirements and referee needs; enrich referee training forms and methods, and improve their training motivation through external environment; strengthen referees'self-training consciousness.
