That how to do a good job in the management of university teachers and how to build a contingent of high-quality university teachers has become the common concern of the important issues covered of today's world.China has taken in thinking of management from the university of western on the basis of taking into account the national reality since the founding, has accumulated rich experience in the management to teachers and has made important contributions to the development of teachers as well. However, with the development of the times, this traditional management models can not fully meet the needs of the situation, the secondary concept upper, system upper still operating mechanism upper all have shown a series of drawbacks .
