A Study On The Countermeasures Of University Emergencies By The View Of Building A Harmonious Campus

Since the Sixteenth Congress of Communist Party of China, the"harmonious society"concept has gained recognition. The university is not only the support and carrier of the higher education, but also is the society's most sensitive cell. As an important organization sectors of society, its stability issues become the focus of the society, so constructing a harmonious campus become the common aspiration of society and universities. At present, China is undergoing the social transition, university emergencies triggered by a variety of factors are increasing. Subject to rapid social changes and the impact of reform of higher education, there are more uncertain factors during the process of universities'development. In recent years, the universities had some emergencies which had caused casualties, property losses and destruction of the campus environment. All these things threatened the social development and stability. The unexpected incidents like these are called university emergencies. The occurrence of university emergencies damages the calm and harmony of campus, to some extent, does some harm to normal teaching, scientific research, management, and student-teacher relationship order, even destroys the university's image and reputation. Such emergencies directly affect the reform, stability and development of the universities which are involved in. Therefore the ultimate aim of the study on the university emergencies is to avoid risks in time and effectively, to minimize the damage of risk, and to ensure the stability and harmonious development of universities.With the above analysis, the paper, based on the practical problems, by consulting the literature, summarize the significance of studying university emergencies to build harmonious campus and then define the concepts of "Harmonious campus", "University Emergencies" and "University Emergencies Management". Furthermore, the author, combining the typical case of unexpected incidents at present in China's universities, makes an in-depth analysis of the status and cause of universities emergencies and reaches a conclusion that the political events mainly lead to students' group events, diploma problems arise, incidents occur frequently because of psychological problems, the causes of such events tend to be various and complex. The paper, in the end, under the theory of crisis management, from the perspective of building the harmonious campus, combining the causes of emergencies at present stage, specialize in the strategies to deal with university emergencies, strengthening the management concept, perfecting the management system, making the reasonable response principle, smoothing the information communication channels, upgrading the university related education, in order to build the harmonious campus, maintain the stability of universities and achieve a sustainable development as the ultimate goal.
