Under the comprehensive construction of a well-off society in the new situation, the Party's Fourth Plenum of the 16th proposes the construction of a harmonious socialism society, and the harmonious management of the development of a harmonious society is an inevitable expression. Thus, the concept of a harmonious management is widely used in all sectors of society, including applications in the field of education administration. The education administration is an important component of social organizations. Its organization manages whether harmoniously, to have reflected the social harmonious level and capabilities to a certain extent.Teacher's status and role in teaching activities is irreplaceable. Therefore, the establishment of an open and harmonious teacher management system is not only advantageous to teacher own development, moreover can play the impetus and the promoter action to the teaching enhancement of school education quality and even to the full scale development of education profession. Through the research of the harmonious management of primary and secondary school teachers and a new round of reform on promoting harmonious management thinking and the theory, it provides the new power for the organization development, exploring one kind of harmonious teacher management pattern, causing the advance and the development of school teachers to manage toward scientific, rationalizing, humanistic direction.
