The civil education in this research is rooted in Chinese soil, stresses the schools' conducts and shows solicitude for civil responsibility cultivation. The purpose, content, and way of the Civil Education absorb uncounted forefathers' theoretic and practical experience home and abroad and it thus gives off its unique beauty. It is influenced both directly by the background factors like history, geography, politics and economy and indirectly by the structural factors like the government system, the form of education system.Meanwhile, the promotion of the Civil Education meets with different attitudes and behaviors of the project initiators, organizers, executors and personalities of various circles. Thus we should re-inspect the localization and globalization of the Civil Education, establish democratic school culture and structure the consummate civil education practice project system.
