The higher education charge was beginning since 1980's and was put into implementation in 1997. The higher education charge alleviated the scarce of our country college financing's funds in some aspect and forceful pushed forward the transformation from elit education to widely education of university .but facing typical dual economic structure and unbalance of region economic development poor people was difficult to accept it in ideal and in economic bear ability, so the education fair question even more to highlight in higher education development. regarding this, this article analyzed systematically and dialectics about influence on education fair under carring on higher education charges, basing on the current national condition, the social situation, the public sentiment, according the domestic and foreign research results and many years finance working experience in the university, applied the method of literature search and the actual data analysis, using public product theory, the human capital theory, the fair theory and so on, on the other hand ,this article explored the measure of resalize education fair under further developing and perfecting higher education charging system from different aspect,e.g.perfecting charging system, increasing the state's investment in higher education,perfecting national tudent Loans system,diversifying of college financing methods and so on.The full text is divided into five parts; the foreword put forward the research background and the basis on choice theme, the paper structure, the main researching method, the main thesis of innovation.The first part mainly from fair, the education fair as well as under the harmonious social big background realizes the way elaboration which the education fair practical significance three aspects layer upon layer progressive to realize the education fair importance.The second part further analyzes our country higher education charge the present situation and the university charge to the influence on education fair through traces our country higher education charge system's implementation background and the implementation process.The third part put forward the idea and method of realizing the education fair under development and inperfecting the higher education charging system basing on absorption forigen advanced experience.The last part is the concluding remark.
