From the external characteristic of higher education, this thesis analyzes the investment proportion of the government, the nongovernment and the individual etc, in the investment and finance pattern of higher education, according to how much they benefit from it. On the other hand, it analyzes the evolving of higher education investment pattern, and also contrasts the pattern with other countries. And then finds out the problems in it, at the same time, this thesis also puts forward the way to deal with the flaws. Its content is as follows: The first chapter is on the briefly review of the background of this thesis as well as analyzes the existing domestic and foreign theories about higher education investment and finance. The second chapter is on the discussion of the external characteristic of higher education. The third chapter is on the discussion of the international experience of the higher education investment and finance patterns, including developed and developing country. The fourth chapter reviews the achievement of Chinese higher education investment and finance system reform. And then, analyzes the main problems in the existing system. The fifth chapter puts forward the way to deal with these problems. There are two creative views as followings: 1. From the external characteristic of higher education to analyzes the system reform of higher education investment and finance, can make the argument more persuasive. 2. Utilizing much statistics data to illustrate the problems, making the theory and practice combine well.
