After more than 10-year rapid development, China's private education has been an important constitution of the Chinese education. And over one thousand flourishing private institutions of higher learning have made up beautiful scenery in China's higher education. But with the good and the bad being mixed up and developing unevenly, their images as a whole are not very good, As most of them being small in size, low in level, unstable in faculty, weak in administration and poor in management is obviously insufficient and numerous concealed risks are accompanying them.. Otherwise, under the background of economic globalization and rapid growth in both China's economy and society in the new century, the popularization of higher education is an impersonal trend. And beyond doubt this trend will bring new opportunities and space of development for private colleges and universities. Facing the opportunities brought forth by the popularization of higher education and industrialization of education, how the private colleges and universities grasp the opportunities to quicken their development is becoming especially important.So, as an article for Heilongjiang private institutes, this article discusses the development of HLJ privet education to find countermeasures and provide new train of thought by data analysis, empirical analysis, speculative analysis and so on. This article firstly expound something about the meaning and development of higher education, several definition of China private institutions, meaning and importance of strategy, next to briefly analyze history of China private institution, and study its environment from outside and inside. And next to select reasonable tool to match, select and implement. On the basis of these, this article puts forward the strategic countermeasures to lay the foundations of future studying, and supply references for HLJ and even China's private education.
