Social Security Problems Of The Lost-Land Peasants Of Wuhan Suburban Area

Along with our country urbanization and industrialization step quickening, the countryside collective land is taken massively over for use and the massive farmers become lost-land peasants .The actual low standard of expropriating land and allocation and the singleness in the model of allocation cause lots of peasants to be pauper in city. It is undoubted that the desiderative problem is the construction of social security systems of the lost-land peasants in a situation that the current social security system in urban and rural areas of Two Yuan is cut apart. This text is based on investigating to the lost-land peasants of the suburb of Wuhan, analyze peasant's social security existing problem and reason in the lost territory at present, put forward own view on social security construction of lost-land peasants. Neither agree in bringing lost-land peasants within the rural social security system nor agree in setting up single lost-land peasant's social security system separately. I think that lost-land peasants should be integrated the existing cities inhabitant social security system, simultaneously offer employment support, legal help for lost-land peasants as its supplement safeguards.This article is divided into four parts altogether :The first part, the introduction analyzes the problems which the lost-peasants face and pointes out the research focal point of the article.The second part, first take Wuhan as an example, elaborates lost-land peasant's basic state, including lost-land peasant's employment situation, social security situation, compensation situation for taking over the land and lost-land peasants attitude for losing land. Then introduces placing lost-land peasants' main means of Wuhan.The third part, from the respects such as the compensation of taking over the land, lost- peasant's employment, socical security disapperance, etc, analyzes social security question and the reason of peasants losing land, provides the argument for the later word argument.The fourth part, in view of many problems and reasons existing in reality, explicits basic principle which lost-land peasant's social security system construction must follow, puts forward the suggestion of bringing the peasants losing land into social security systems of urban residents, elaborates the minimum living guarantee, social insurance,etc, simultaneously proposes the correlation necessary measures.
