The Study On Assets Management Of H University With Multi-branch Campus

At the end of the twenty century, after the reformation of central government ministry, most of the university that directly under central ministry started merge, to adopt the mechanism to have central and local cooperation on establishment, and local responsible for administration. The purpose of this is to coordinate resources in order to better allocate resources, synergize and compensate each other. University merge is a critical approach of further Chinese education system reformation. And a subject on how to optimize the merged university assets, improve the utilization efficiency of the current fix assets, and strengthen the development and management of intangible assets, revitalize deposits amounts of assets assets before the merge becomes very crucial. This paper will focus on discussion, analysis of the issues regarding assets management of H university, and propose some countermeasure and solution.This paper will target on analysis of fix assets and intangible assets management of the university, in a attempt to tackle the current issues, and find suitable improvement solution in order to adapt the requirement of socialism market economy, accelerate teaching, R&D, industry sustainable development, improve the education quality and efficiency solidly.Therefore, this paper adapts the methodology of theory and fact combination method and emphasizing particular on fact research. It articulates from four aspects.Part One: Research Background and Assets Environment of H UniversityH University is an integrated university merged from five universities under central government ministry in year 2000. It covers twelve subjects such as Philosophy, Economy, Law and Education etc. In these eight years, along with the enlarging the student sources, the infrastructure projects is increasing and enlarging constantly, the total assets of the university grows very rapidly. At present, H University occupies large space, all campuses scatter in different location, the assts amount is very huge. How to manage the assets and make sure the state-owned assets keep value and add value becomes increasingly challenging.Part Two: Documentation on University Assets ManagementIllustrate the theory of University assets management, redefine few relevant concepts. In 2006, new accounting rule was issued by Chinese Ministry of Finance, it covers one basic principle and thirty eight concrete guiding rules. The new account rule redefines the concept of fix assets and its accounting range. It articulate intangible assets management theory and categorize intangible assets of Universities, and raise the Human capital theory. To strengthen the effective management of intangible assets, it introduce 3 kinds of assessment method of intangible assets covering: cost method, market method and profit method. And the assessment of these three method.Due to the long time planning economy restriction, China asset management theory is limited to some simplified assessment indexes. To reform the university assets management, many universities started to do research, and proposed many solutions, however there are no a systematic assessment mechanism so far. This paper has taken the reference of some development countries experiences on assets management and theories. It shows that assets management has become a very important assessment tool for universities assets. And university assets performance index has become a measurement to assess university assets management level, and an important reference factor to determine allocation of education appropriate fund. At same time, the weakness of such assessment system has been described such as: The performance index of British and US adapt the ratio like average cost per student and ratio between teachers and students etc. but have not dealt with the capital investment efficiency and effectiveness.Part Three: Assets Management Current Situation AnalysisIn this part, through the analysis of the current assets management to summarize the common issues regarding university assets management: weak awareness regarding assessment management, lack of scientific assets allocation method, shortage of general legal protection regarding intangible assets management to lead to huge losses. By combining the current assets management in H University, hereby it is summarized that the key issues regarding H University's asset management: due to lack of strict approval and supervision process, short of scientific and comprehensive argumentation, the allocation of assets is not reasonable which lead to low efficiency of fix asset utilization. Due to not on time clearance of fix assets, even the book item is aligned with the actual item, the actual item has lost the real usage value, this lead to the assets number looks"fake high"in the balance sheet which is not reflect the real situation of the university assets. And as for the university public owned buildings, there are idle and wasted situation, And then there are private rental of University excess building which shows the lack of supervision on university building management. The management and operation system need to be improved further, there are inefficient management, slow action and"deal angles". The internal resources are not proper allocated, lack of cost effective awareness, there are still a lot of waste. The owner of intangible assets is not defined clearly, private usage of university intangible assets happened very often. Intangible assets value are not soundly determined and assessed, there are not reasonable price and amortization method on intangible assets, therefore it is very difficult to measure.Refer to the issues that exist in H university's fix assets and intangible assets, hereby there are further analysis on the root cause in order to fine a proper solution.Part Four: Countermeasure and SolutionIn this section, first of all to clarify the purpose of assets management is to make sure the state-owned assets maintain and add value. The purpose can be divided by five aspects: Establish and improve all kinds of regulation; clarify the ownership relationship, ensure assets safe and complete; accelerate assets allocation, save and make good use of assets; To charge those who use the assets for business , and make sure to supervise for maintain and add value; To accelerate the sustainable development of university assets.To realize the above target, apart from awareness, the emphasis on system and regulation of university assets, supervision to the whole process of university assets purchase, utilization and disposal, implement assets management as per the regulation and system are very important. Hereby articulate from the following aspects:To strengthen the university assets management, most of the universities only pay attention on the tangible assets usage, management and calculation, but ignore the intangible assets management. To turn around this situation, according to the actual status of university intangible assets management, proposal is made: to improve the awareness of intangible assets protection, establish the sense of value of intangible assets; promote the legal knowledge of intangible assets, improve the protection sense of capability of university leadership and all staff; Improve intangible assets management system, set up special organization, to manage the university assets by categories, establish scientific intangible assets calculation and assessment system.To strengthen the publish resources allocation, to share the publish assets in the areas which have more students, avoid repeating infrastructure building up to utilize the advantage of universities merge; To share the teaching resources for public classes so as to utilize human resources of universities and optimize resources. To manage the buildings like enterprises, to charge for those who use the building, therefore to regulate the flow of university's building usage and return.To adopt effective measurement for controlling of university fix assets purchase, usage and disposal. When purchase assets, to control by proper authorization, for the important and strong technical expertise purchasing business , to organize expert for feasibility study, to make collective decision and approval; when deploy the assets, pay attention on assets sustainable development, make sure to adapt the assets compensate each other and renewal system, establish effective transfer market within university, to improve the fix assets utilization rate; When dispose the assets, a restrict disposal assets process shall be followed, to clarify the disposed fix assets and actively collect the residue value to list it into repairing and purchasing fund.Finally, to use the performance evaluation system, adopt a proper assets management assessment index to evaluate the university assets management effectiveness, and perform a systematic assessment from management angle, to accelerate assets proper allocation and effective usage, to improve core competitiveness and provide economic assurance for H university development acceleration and sustainability.
