With the times development and society change, china who is in the times of system reform not only need reforming in economy, but also in higher agricultural education. The macro background of the Higher Agricultural College's survival and development has tremendous changed. Higher agricultural colleges are facing with severe challenges and crises. How do higher agricultural educations to develop, which is a question that we cannot avoid and must ponder.The system is the aggregate of institutional essential factor, but is not the complete institutions' combination (e.g. not including moral rule and manners and customs) and is also not institutions' simple combination. Using the methods of evolutional economics, the systems are conduct rules, norms and stable customs or ideological that refers to constraints, incentives or coordination relations between people. The system of higher agriculture education is the crucial factor that results in low efficiency, diseconomy, high dicey risk and the endogenetic variable that restrict the development of higher agriculture education. So, it is urgent affairs to study the evolvement raw of higher agriculture education system and to mouse out the development way of higher agricultural education with the theory and way of Evolutionary Economics set up by Veblen and Commons, et al.The article started with the elements of institutional theory, introduced the notion of institution, institution evolution and higher agriculture education institutional evolution, the forms of institution transition and the types of higher agriculture education institution. Secondly analyzed the history of higher agriculture education institution, judged that higher agriculture education institutional evolution model is a mixed-mode institutional changes state, who's characteristics are the Government is still in the leading position, Agricultural institutions relatively weak force, Market and the needs of the community reflects the intensity of less than, and then constructed a dynamic mode to show the "Demand- Supply" model to analyzed our higher agriculture education institution evolution under the government. Thirdly analyzed the obstacle of institution evolution. Lastly given the target and mechanism of our higher agriculture education institution model pattern, put forward the concrete measure of boosting our country higher agriculture education institution evolving.
