School Staff's Congress is staff carrying out their democratic rights, and managing schools in a democratic way. It is an important part of school management system. At present, what's the situation of School Staff's Congress? Have the leaders attached enough importance to the work? Is there a sound body of work? Has the system been regulated? Have the four terms been fully implemented? What other problems exist? The purpose of this study is targeted at the work of research and statistics of School Staff's Congress in the primary and secondary schools of the city of W Jiangsu Province., analyzing the existing problems, and at the same time putting forward improving strategy.This article provides an overview of the current working situation of School Staff's Congress in primary and secondary schools and its working features, additionally, it covers the five primary problems: both the standardization and institutionalization are unbalancedly-developed; the system is not sound; School Staff's Congress, representing the rights and obligations of the implementation, cannot fully implement the terms.To study the causes of these problems more, we can find there are five major aspects, namely: There is a lack of awareness from the leaders; School Staff's Congress organization is not complete; The system is not sound enough; Teachers do not have a desire and enthusiasm to participate; The representatives'abilities to participate in the work need improving greatly; The poor theoretical level of the President and the ability to work affect the improvement in the quality of School Staff's Congress to a great degree.As for the problems above, the corresponding strategy to improve is implemented from the seven aspects: 1. Focus on advocacy, strengthen training and enhance the sense of democracy. 2. Establish a sound system and strengthen the standardization of School Staff's Congress. 3. Take various measures simultaneously to improve representatives'work altogether. 4. Attach more attention to the work of trade unions in schools. 5. Make good preparations to regulate the performance and ensure the implementation of the terms of the representatives. 6. Conduct the follow-up management effectively. 7. Give full play to the function of school CPC organizations.Finally, the political status of School Staff's Congress should be firmly established in schools'development, and the relationships should be appropriately approached between School Staff's Congress, CPC organization, school principals and other forms of democratic management. It helps leaders analyze the problems and sum up advanced experience in the work, furthermore, it helps them abandon the out-of-date concept behind the democratic management and establish a new concept of scientific management, and therefore the School Staff's Congress'system will be better regulated and improve its current working situation, which betters the Democratic primary school management ultimately .
