Since the 21st, with the rapid growth of economy and increasingly fierce competition, the development of vocational education,especially higher vocational education, has made a conversion. In the past, expansion of scale and quantity were focused on. Nowadays, pursuit of quality and benefit are emphasized. As the core with dynamic role of all resources, Human Resources is not only the key to promoting the competition and development among colleges but also the primary element of the colleges'survival and development. Traditional personnel management system can't satisfy the need of the colleges'development in the new situation. New management philosophy, people oriented modern administrative mechanism, has to be adopted so that the college can survive in the keen competition.The objective of higher vocational colleges is to turn out professional personnel mastering theoretical knowledge and practical skills who can be suitable for the work in production, construction, service and management. That the educatees'level is high or low mainly depends on the carrier of education—teachers. Human resources management of teaching staff in higher vocational education colleges has the characteristics of planned economy—out-dated philosophy, single management methods, low efficiency and lack of stimulation. That affects the teachers'enthusiasm and activism for their job. That is not beneficial to the improvement of teachers'quality. In the meantime, it restricts the survival and development of higher vocational education. Research on Human Resources is widely used in enterprises. Recently there are more researches on how to implement Human Resources of teaching staff in higher vocational colleges. However, all these researches focus on theories. Therefore, there are many problems to be solved. For example, different kinds of higher vocational colleges should know how to apply the management theory to the actual work and work out the scheme with strong operability. From the survey and analysis on the current situations in Vocational and Technical College of Dalian Polytechnic University, we find that at present Human Resources of teaching staff have not been attached great importance to. And what's more, Human Resources theory and operating mechanism have not been fully appreciated. The reform emphasis should be put on:the theory of Human Resources of teaching staff should be applied efficiently to reform practice; the management level should be improved; the management procedures should be more standard; working mechanism should be innovated; good environment should be created; the sustainable development of the teachers and the colleges should be promoted. In this thesis, the writer takes Vocational and Technical College of Dalian Polytechnic University for example, the writer puts forward the operating strategies and reform scheme to improve the management level of Human Resources of teaching staff which can be a source of reference to other colleges. The outline of the thesis is as follows:Part One:It is about the research background of the thesis. The reform of Human Resources of teaching staff in higher vocation colleges is imperative and significant. This part deals with research content and methods, the current research situations at home and abroad. Research achievements and referential experience are summarized.Part Two:The writer defines the connotation and relevant concept of Human Resources of teaching staff in higher vocational education in this part. In this part the writer also elaborates on the theory of assumption about human nature, motivation theory, people oriented management theory and the theory in the application of Human Resources, which are the theoretical basis of the latter half of the thesis.Part Three:From the current situation survey of Human Resources management of teaching staff in Vocational and Technical College of Dalian Polytechnic University and the result of observation and interview and data analysis, the writer summarizes the main problems existing in the college and analyzes the reasons, which provides the theoretical basis for the execution and generation of improvement strategies.Part Four:In this part the writer puts forward some methods of solving the existing problems in Human Resources management of teaching staff in this college:optimize specialist teachers makeup; perfect talent recommendation mechanism; launch various training by different level; perfect staff training system; establish human oriented performance appraisal system; implement scientific broadband salary system and combine the direct assumption with the indirect one.
