| The staff congress is an important content of the democratic rights of the staff and staff to administer the school according to law,an important manifestation of the school governing by law,and an important symbol of the construction of a modern school system with Chinese characteristics.Since the 18 th Party Congress,socialism with Chinese characteristics has entered a new era.There are new requirements in the new era,and new expectations for teachers and staff in the new era.In the new era,many new problems have arisen in the construction of faculty congresses,especially in the construction of faculty congresses in Colleges and universities.Where are these problems,what are the causes and how can they be effectively solved? Understanding,analyzing and resolving these problems are the key to strengthening the construction of college faculty congresses.Based on the above considerations,this paper studies the construction of the teaching Congress in Shandong universities by using the methods of literature research,investigation research,comparative research and promoting research.Based on the advanced experience of the faculty congresses of colleges and universities outside Zhejiang,Hubei and Shanghai,this paper puts forward some suggestions on strengthening the construction of faculty congresses of colleges and universities in Shandong Province.This paper introduces the research background,research purpose and significance,research review at home and abroad,research content and research methods,innovation and shortcomings,etc.The text mainly puts forward the basic concepts and functions of the teaching congress,the development process of the system of the teaching Congress in our universities,the present situation of the teaching Congress in Shandong universities,the problems existing in the construction of the teaching Congress in Shandong universities,the causes analysis and the countermeasures.By using the method of investigation and research,through a large number of on-site visits,on-site discussions and network research,the author summarizes and refines the achievements and problems of the construction of the teaching Congress in Shandong universities,including 11 problems,such as the unclear status of the teaching Congress and the inadequate implementation of its functions and powers.At the same time,according to the different responsibility subjects,the causes of the problems are analyzed from five aspects: education administration department,party and government leadership in Colleges and universities,school functional departments,school trade unions,faculty and staff.The article innovatively draws on the advanced experience of the construction of teaching congresses in Zhejiang University,East China Normal University,Hubei University,Wuhan University of Technology and Southeast University.These advanced experiences mainly include the characteristics of the proposal work,the highlights of the review and supervision work,and the sound appeal mechanism.Finally,the article puts forward some suggestions to strengthen the teaching Congress of Shandong universities.It mainly includes five aspects: improving the top-level design,promoting the implementation of the Congress system,innovating the working methods of the congress,strengthening the construction of the second-level congress,and strengthening the safeguards. |
