With the establishment of the socialist market economy and the shift of the functions of the government ,the people from all walks of life gradually participate in the management of higher education。The development of the higher education accrediting agencies can guarantee and expand the relationship between the government and the universities by means of co-constructing ,adjusting,cooperating。And this can guarantee the qualities of our higher education。The study found that many western developed countries in accordance with their own national conditions,had established the relatively sound quality assurance systems of higher education。Most of them also have set up the scientific higher education accrediting agencies and chose the suitable developmental road。For example,the higher education accrediting agencies in America is the representative of the civil mode of independent development; the higher education accrediting agencies in France is the representative of the government control developmental mode;the higher education accrediting agencies in Britain is the representative of the semi-official development mode。The different political and economic systems,the different higher education management systems and the different cultural traditions decided to the different developmental modes。Nevertheless,in the internationalization of the higher education background,the higher education accrediting agencies have appeared the international developmental tendency that shifted from unitary to intermediary between the interests of governments and universities。In China, the higher education accrediting agencies are the new things。At present,they are developing by way of two modes :government-oriented and civil-oriented。Although the government-oriented developmental mode is the main pattern of the higher education accrediting agencies in China, but it is undeniable that the government-oriented mode and civil-oriented mode have their own advantages and spaces in China。The situation is closely linked to our unique cultural traditions,the higher education management system,our building laws and regulations and other factors。Therefore,the study analyze and learn from the other foreign experiences of the higher education accrediting agencies by analyzing foreign accrediting agencies of higher education and the factors that impacted their selections of the developmental modes, then try to explore the common international developmental trends of the higher education accrediting agencies。This study also try to analyze the histories of the development and evolution of the higher education accrediting agencies in China,so we get the conclusion that our higher education accrediting agencies showed as the "government-oriented " and "civil-oriented " developmental modes。And then we bring forward our development path of these two developmental modes by means of analyzing their own characteristics , advantages and disadvantages and the main factors of forming patterns。...
