As the carrier of taking on the mission of higher education, the qualification, condition and level of running of higher education institution are key factors of affecting the quality of higher education. With the enlargement of higher education in China, there appears a tendency of diversity of higher education institution. How to face, supervise and manage effectively the diversity of higher education institution becomes an urgent issue in the context of popularity of higher education.After analyzing the status quo of qualification management of higher education institution in China, We find that the government's approving and evaluating the setting of the higher education institution is the main method of qualification accreditation of higher education institution.There are some problems like being lack of market fuction in this kind of accreditation, while building and consummating the system of the qualification accreditation of higher education institution is the solution.The America is one of the most developed countries in higher education and there are many similarities when comparing the American higher education at the late of nineteen century and the early of twenty century with the higher education in China today. The author studies the status quo of the qualification accreditation of higher education institution in American through the setting way of higher education institution and the qualification accreditation of higher education institution and learns some helpful things form it for building the system of qualification accreditation of higher education institution in China.The objective of the thesis is to study the system of the qualification accreditation of higher education institution. Basing on the Cybernetics, system theory and the quality view of higher education, the thesis studies the subject, object, standard and result of the qualification accreditation of higher education institution. Brings forwar that the imagination of the system of the qualification accreditation of higher education institution namely the setting of institution is dominated by the government and the main content of accreditations is running condition; the level of running is dominated by the industry and the content of accerditation is the level of spiciality; the quality of service is dominated by the educatee and the content of accredition is the service itself.
