A Comparison Of The Financial Management In Universities Between China And USA

The most important thing in running a higher learning institution rests in how to acquire and allocate resources. The raise, distribution and utilization of funds produce a direct and critical impact on the development of colleges and universities. The quality of financial administration that works as the core of college management, directly affects the college financial conditions, or even its overall, unisonous and continuously development. With the further deepening of the construction of the socialist market economy, the enhancement of higher education structural reform and the affirmation of college being independent corporate entity, a series of problems have emerged under the old-fashioned mode of college financial administration. Therefore, a profound study and discussion on these problems remain important topics in current reform of college financial administration.There are four parts in the article. Based on the comparison of the financial management of higher education between China and USA, it proposes the research and designing the internal system of the budget management in university on the basis of performance management.Based on theory and practice, the author discusses the new financial management model. This model has certain practicality and effectiveness, it manages to universities, especially to the teaching and research universities ,have sure reference function on reform of budget management.
