The Study With The Supply Of Public Services In Transition Era

With the economic and social development, our country population structure and social structure have great changes in urban communities. As community residents transform from units to society , the community becomes more and more close contact with their lives. At present, based on the transformation and development of society, community residents have a higher demand of community services . The existing community services can't meet the needs of the community resident's daily lives, but the Government is unable to support adequate financial and material resources, that cause the quality of the community service can hardly improved . fg: community help with difficult groups in Urban communities; medical question for community residents; laid-off workers in the community with employment and re-employment problem and community policing,etc. Some resident's most concerned benefits in the community have not been thoroughly resolved. In recently, the public services of community have enjoyed great development and received a lot of success, however, there have some shortage comparede with developed countries on public services. Improving public services and building communities is essential to enhance the supply quality of urban community services and it is very important. This is benefit to the community function of public services, and to promote community economic development.During the Chinese economic reform have carried out in-depth, community service has go out of the government services, toward society, and industry direction. Government and society attach so importance to community work that our country's community of public services have enjoyed great development and received a lot of successful experience. At the same time,the community public services also exist too much problems compared to developed countries'mature community service. In this paper, it's absorbed in successful experience of community service and made the research work in Shenzhen W community. It obtains successful community public services and the theory of public services to study domestic and international community's development.The theme analysises the concept , current situation ,the question &solution of the community public services.In this paper, it's used structure and function theory, theory of community action, and the University of Chicago's theory of community public services to supply the community problem. The author has studyed a great deal of information about community services, and discussed the community service with developed countries. We hope to have some function to domestic.In this paper ,the investigation is based on W community, Shenzhen. It's showed the agencies which support public services are community-based workstations , community service center,and community groups,etc. It analyzes this three categories of their pros and cons and comes up with a solution. There are some lack in W community's public services: the gap between the residents demand and the community services is wide; the rules of community services management and operations have to be standardized; community-based public services tend to profit; the coverage of community public services is narrow,and so on . Based on this ,the solution is: to bulid the developing model of service is based on needing; to build the supporting model of service is based on the diversification of services; increasing the coverage of public services and improve the participation of community residents; completely assessment index system of community public services. In conclusion,the new model of community services should be had the support with government, community-based public bodies, and a wide range of residents to take part in the community.
