Optimization Research On Community-based Public Services In Chengguan District Of Lanzhou City

With the acceleration of China's modernization and social transformation, communities of Chinese society will gradually become an important element of social structure, then community life will become an important new life style. Accordingly, community residents will ask for higher and newer demands of public services for community (What is public services for community? That means community-based provision of social and public services). In this paper, it selects the public services for communities in Chengguan District of Lanzhou City as research object by using methods of theoretical research and empirical research. First of all, the theory of principal-agent and the theory of governance are used in this paper as the theoretical supports, the useful experiences in public services for communities at home and abroad are also absorbed in this paper as practical supports, and many questions as "Who will share the public services in communities? Who will provide them? How to provide them? And where does the funds of public services for communities can be raised?" are determined as research ideas, all of them are concluded in questionnaires of public services for communities in Chengguan District ,Lanzhou City. Secondly, in Chengguan District, the paper selected 3 communities as samples by the range of 24 streets and 146 communities, the amount of 50 questionnaires were carried out to research, as a result, many series public service problems existed in Chengguan District were discovered. Finally, by combining the theoretical analyses and the empirical studies, some constructed recommendations of public services for communities in Chengguan District are worked out clearly.Community residents are the final demanders of community public services, are the decision-makers of public services as well. Therefore, this article relies on the principal-agent theory, governance theory and the customer-oriented questionnaires, the aims are to find the real needs of community residents, the new system of community-based public services organizations, these are useful for urban communities to determine the content of public services, the subject and object of public services, the source of funds of public services. this paper selects Chengguan District of Lanzhou City, which is capital city located in western China ,Gansu province as a research object, so some research conclusions are also significant for public services building on the less developed areas.
