Urban Commnity Public Service Supply Reform And Mode Choice

Reform and opening up which begun in the late 70's not only promoted the economic transition, but also brought great impact on Chinese traditional society pattern. Much economic, social management function was reduced to the community in the reform process, gradually community developed into a major platform of the government public services supply; At the same time, with the development of civil society, community NPO, community committees and so on have become important strength in the community public services supply. However, the characteristics of transitional society determine that our public services supply remains the same "transitional" and "developing" as that of other areas. Strong government, weak civil society and community governance with low level decide that our country still needs to make great efforts to cultivate and integrate the three force--government, market and society, which have operated in the developed countries successfully.so how to provide the residents with good quality and highly efficient community public goods, not only is the focus of social livelihood construction, but also is the objective and power of government reform.The thesis, based on new public management theory, self-governance theory and the public goods theory; with the ways of empirical analysis and comparative analysis; with our traditional community public service reform mode as logical basis and starting point; with the experience of developed countries as reference and with the sample of Shanghai, Ningbo and Shenzhen three cities; analyses deeply the constraints, developing path and the basic characteristics of the current reform and puts forward in the importance of constructing multiple supply pattern on the reform path of socialization, diversification and cooperation. Generally, the key of the breakthrough is to generate high level cooperation by strengthening government functions transition, cultivating NPO and other non-governmental forces and building a new public service platform.
