To manage schools according the laws refers to the government govern schools in the accordance with the laws and the school directors apply laws and regulations to various school affairs as well. And meanwhile, the spirit of laws must be embodied from the management in a large scale and achieve the purpose of schools' management ruled by laws. Therefore, the rules and regulations of colleges and universities is to put the laws into practice. The constructions of the rules and regulations in colleges and universities play a crucial role in governing the schools in accordance with the laws. This dissertation, on the basis of relevant researches, focus on the discussion solution of five issues as follow:1 .the concept of high school rules chapter and outside postpone. This text thinks a high school rules chapter mean high school for carrying out higher education of mission, according to the law, laws or the administration regulation, draw up according to the certain procedure of in keeping with actual circumstance in our school of, teachers and the students' beard together obeys of the generic name of work regulations and behavior norm.
