With the establishment of the socialist market economy and advancement of building a moderately prosperous society in an all-round way, great changes have happened to the management system and operational mechanism of Chinese education, and the introduction of market mechanisms becomes the inevitable trend to reform both the education system and management system, therefore, Chinese educational running system is showing a diversified developmental characteristics.In three decades from the reform and open, especially in the ten and more years of developing the western region, the private pre-school education in Shaanxi Province has undergone significant development, and half share of the private education market is occupied by pre-school kindergartens However, with the influx of social capital, the problems about private pre-school field in Shaanxi is also becoming increasingly serious.This paper, mainly based on the theory of government regulation in administrative management, with referring to economics, educational management, statistics and other relevant theoretical knowledge, carries out an analysis on government regulation issue during the development private pre-school market in Shaanxi by means of combining the concrete situation of Shaanxi preschool education and theory.The paper is consisted of five parts.The first part mainly describes the background and significance of this thesis, and introduces research history and research results of private preschool education government regulations both home and abroad, thus establishes the research thoughts and research methods.The second part mainly introduces the connotation of private pre-school regulation, theoretical basis and the content of government regulation.The third part analyzes the current situation and the remaining problems of the private pre-school development in Shaanxi Province, pointing out that the problems include the unbalanced development, the high cost to run a kindergarten, random fee collection, unqualified faculty and illegal kindergartens.The fourth focuses on main reasons causing the problems in the development of private education in Shaanxi. They are the insufficiency of regulations and policies of government regulation on private education, the lagging of the transformation of government functions, failure in adapting to the transformation of the educational running system, and defects existed in government regulations, and so on.Part five comes up with the measures to improve Shaanxi private pre-school educational government regulations, based on the problems and reasons discussed previously. First of all, make a clear definition of private pre-school educational government regulation and its principles of orientation. Secondly, build a service-oriented government to speed up the process of government functions socialization by means of speeding up government functions transformation. Then, improve government regulation system, and establish and complete market access mechanism and elimination mechanism for private pre-school education and manage private kindergartens according to different classifications. At last, improve the private kindergartens price mechanism and carry out and improve the cost-checking mechanism and hearing system of kindergartens founding.
