Along with the development of the economy and improvement in medical care, China has been becoming an aging-country fleetly since 1990's, in which Shanghai is the most serious one. In this context, how to take care of the elderly is becoming increasingly prominent. On the one hand, it is extremely urgent to provide care for the part of the elderly group with low income and poor physical condition which is called the Elderly Vulnerable Group in this study; On the other hand, Traditional mode of care for the elderly—family support—can hardly maintain because of the large change on the population structure, and the mode of living in rest home can't popularize for its limited resources and big expenses. Practice proves that Aging in Community which combines with the advantages of above two modes will become the main means for the Chinese elderly in the future. Therefore, to study the way to care for the elderly vulnerable group by the community and improving the care system are of great significance.Firstly, this paper makes a general introduction on the Theory of Justice by John Rawls,symbolic interaction theory and welfare pluralism theory. Secondly, by making reference to the research in this regard, the author put forth the framework of community care system for the elderly vulnerable group in Shanghai according to the status quo. Then, by analyzing the data and materials from the questionnaire investigation to the elderly vulnerable group and in-depth interview with the providers of the community care and materials collecting from the other aspects, according to the model of supply and demand, the author introduces the current status of the community care system for the elderly vulnerable group in Shanghai, the existing problems and the underlying causes of them. According to the experience of developed countries such as England and Japan, the paper builds the community care system for the elderly vulnerable group in Shanghai with daily life care, health care and mental care as the core service types, and improves it. Finally, the author put forward the guarantee mechanisms including setting up a management system for the process of supply to make the service more available, expanding governmental input and setting up multi-channel input mechanism and integrating community resources to improve the service efficiency.
