The development of modern agriculture calls for a large number of agriculture workers who are adept in technology and management. However, the overall cultural quality of farmers of Weifang city is rather low, restricted the development of agriculture.In order to raise the level of modern agriculture in Weifang, effective measures must be taken to improve the scientific and technological level and management ability of agricultural workers through technology and education, change their traditional ideology, cultivate their consciousness of market economy and modern agriculture, to improve the overall quality of the agricultural workers, quickening the transformation from traditional agriculture to modern agriculture. It has been proved by theories and practice about rural and agricultural both at home and abroad that development of agricultural vocational education energetically, which is the effective way to improve the scientific and technological quality of the rural workers engaged and to realize the ideological modernization of farmers, by the theory and practice of agriculture and rural development both at home and abroad. From the current situation of Weifang city, in order to develop vocational education, we must adhere to the principle of promoting development via reform and enhancement improvement via innovation, thus establish the development mechanism of vocational education featuring "government leading, middle and high school integration, school and enterprise collaboration, brand promotion", quickening the cultivation of high-quality agricultural technicians and providing strong intellectual and personnel guarantee for the development of modern agriculture.This paper makes an analysis of the development condition of modern agriculture, its basic connotation, development model and key features, upon which the requirements of modern agriculture for the quality of labors that is modern agriculture asks labors to improve their knowledge, management capability, risk awareness, sense of innovation, and the concept of the law and credit. This paper also analyzes the existing problems in agricultural vocational education of Weifang city to identify the main problems that are the development of agricultural vocational education was greatly influenced by traditional concept, guiding principle of education needs to be changed, vocational qualification certificate system needs to be further implemented, the quality of teaching and educational benefits need to be improved, combination between practical education, industry, study, and research needs to be strengthened. Finally, this paper proposes major countermeasures for the development of agricultural vocational education in Weifang city, including that agricultural vocational education must have clear orientation, and be dealt with by transforming the concept of vocational education to adapt to modern agriculture, and adjusting major setting and enhancing structure, financial support should be strengthened to increase agricultural input into vocational education. Restructuring should be speeded up to build a diverse and multi-level system of vocational education, flexible educational form should be adopted, agriculture with regional characteristics should be cultivated to increase direct support to the regional economy, internal management of schools should be strengthened to improve educational effectiveness, training base construction should be strengthened to cultivate the employability of students, educational system should be reformed by introducing quality management, systematic management should be implemented to improve the overall educational level, "dual profession" faculty should be established to improve the overall quality of teachers, and practical teaching should be enhanced to enhance practical skills of students.
