In this thesis, the author mainly uses the theory of discourse to analysis five typical elementary education political text which issued since reform and opening-up .The full text of the whole can be divided into three parts:The first part of the thesis outlined in this article. the author presented why chosethe title --the change of elementary education political test since reform andopening-up. Then the author showed the significance and value of the thesis, discourse analysis is the new way of study education policy ,then the reform and opening up is the good research time elementary education also is the important part of whole education career .After that the author put forward a research framework of this thesis, and discourse of education policy studies were reviewed, at last showed the innovation of this study.The second part of the thesis, the author did the discourse analysis of elementary education political text in 1980's, 1990's and 2000's, from political text to discourse situation to practice of discourse in order to present the interaction between the text and practice. The thesis described the characteristic of elementary education political test in different time: There is "efficiency", "quality", "fair". Then showed the practice .The policy instruments in the context are to deepen the analysis.The third part of the thesis is to dynamic analysis elementary education political test since the reform and opening-up, summarized in development and innovation of discourse .the author tried to sink the power behind the elementary education political test and analysis the gap between texts and practice, thinking of the discourse analysis of educational policies text for promoting developmentTo do the research of discourse of elementary education, we come into these conclusions: discourse change is by the change of society. The education discourse after reform and opening up is the course that the out-of-time education discourse fighting, living, and at last the new discourse instead of the out-of-time discourse. The education text discourse transform into education practice discourse, It informed the out-of time discourse background, The necessary discourse system and the interest behind the education discourse .as a result, if we know the power under the discourse, we will refine the education policy.
