The interscholastic communication of undergraduates tends to be an attempt to reform the existing mode of nursing talents under the background of establishing and improving the socialist market economic system, and during the transition of higher education from elite education to mass education. According to the agreement between the involved universities, the undergraduates are selected and encouraged to exchange before their graduation. In addition, the courses, scores and the academic credits they get would be recognized by each scholastic authority. In recent years, these kinds of talents exchange extend to be international, not only among internal universities, but also external ones. And the duration is usually one semester or one academic year. This kind of exchange enriches the students 'life experience, opens up their academic vision, optimizes their knowledge structure, improve their practice abilities, enriches campus cultures, achieves resource sharing between universities, speeds the reform of education and teaching and improves the level and quality of higher education.The interscholastic communication of undergraduates has gotten preliminary results, at the same time, some tissue should be resolved. Due to the lack of uniform laws and regulations at the national level, the short of mutual recognition of course and credit transition system, there are some difficulties among its implementation under the institutional level. In addition, the deficiency of standardized interuniversity exchange management regulations and regulatory authority, and the problems of funds, language barriers, teaching management, and logistic service also hinder the implementation of the interscholastic communication. Therefore, for the smooth implementation of the exchange, the promotion of the quality of our national higher education, and the cultivation of more excellent higher-quality talents for the modernization of Socialism with Chinese characteristics, the administration and management departments of higher education should establish and perfect the laws and regulations of the interscholastic communications. Each college must establish and improve interuniversity regulations and related regulatory authorities, clear responsibilities, improve the quality of teaching management, reform the foreign languages teaching, establish special funds, scholarship and students grants for exchanging.This treatise is composed by six parts: Introduction. To introduce the basis, scope, status, ideas and methods of the study. Chapter I To treatise the development of Chinese higher education and the reforming of talents training mode. Chapter II To introduce ERASMUS programme of EU and the European Credit Transfer System. Chapter III To stand out the status of implementation of the interscholastic communication. Chapter IV To shape out the issues of exchange, including laws, teaching management, funds and so on. Chapter V To make some strategies and advices for improving this interscholastic communication system.
