In recent years, to solve the education problem of rural migrant workers' children, the central government has adopted a series of policies. In 2003, the government confirmed the policy "charged by the government at the destination and based mainly on public schools". With the promulgation and implementation of the "two priorities" policy, more and more migrant workers' chilren get the chance to go to school. In 2006, Ministry of Education adressed the policy "some eligible schools will be included in the scope of Private Education". This has brought important development opportunities for these schools. So local governments start the implementation of the policy. As the vanguard of China's cities, Shanghai has always played the leading role in the operations. In particular, Pudong New District has achieved remarkable results. But the realated theorietical researches about the efforts and difficulties at the present are lagged behind. And the investigation, reflection and instruction to the practice are also sufficient. Specifically, the paper from a "policy" perspective, taking Pudong's practice as object of study, studies the policy formulation, policy document, and it's implementation. By summing up the successful experience and analyzing the current problem, the paper tries to provide several suggestions for other places' practice.The first chapter of the paper introduces the background, related researches, significances and methods of this research. The second chapter gives a general overview of the central policy about "migrant children schools", discusses these school's current difficult position, on that basis, this chapter analyzes the important opportunities that policy brings about. The third chapter, represents the background, process of Pudong's policy on "migrant chilren schools", then conducts an in-depth and detailed analysis of it's value-orientation, policy document and implementation. In the forth chapter, the paper puts forward several suggestions for other places' action on "migrant children schools".
