In today's information age, with the development of science and the human society, education has already become the foundation of a country, facing the challenge of the knowledge economy and the international competition. It has become the historical mission of education to strengthen the reform of education and cultivate fine talents with creative genius and practice competence. The collaborative learning based on web is a reflection of the development of education caused by modern technique. It is crucial to cultivate student's creativity, the interoperability with learning mates, the thought of finding differences, the critical thinking and the spirit of exploration, and has a profound impact on the teaching pattern, methodology, content, techniques and so on. According to the gradual ripe of collaboration theory and education based on web, collaborative learning based on web is used more and more widely. How to design and develop web-based collaborative learning to bring it into play became an important education research topic.Along with the deep research and development of web-based collaborative learning, people realized that it is teaching policy decides the success of learning, not technology. Network technology only provides convenient tools and means, effective learning has to rely on elaborate teaching design and course implement. In view of this point, under the characteristic of collaborative learning and web-based collaborative learning as well as correlation theories, the article designed each essential factor and link of web-based collaborative learning under the activity theory frame using the education method of inspection and the education forecast law, and theoretically provided a new angle of view for the web-based collaborative learning's teaching design.First of all, this article uses the literature research technique, and has consulted the literature material correlated with"cooperative learning","web-based cooperative learning","activity theory". On the overall analysis in the foundation, it refine each essential factor and the fundamental mode of web-based cooperative learning, the primary content and characteristics of activity theory, as well as the superiority of instructing teaching design. Secondly, on the premise of grasping using the activity theory frame to do teaching design, elaborate the process of web-based cooperative learning activity in details using the education method of inspection and the education forecast law. Finally, on the basis of the full text's summarizes, it proposes the forecast to the design of web-based cooperative learning.
