As core impetuses of the economy development, Internet and education will deeply change the history and fate of a nation as well as the competition ability of a country, an enterprise and the individual. Web-based education represents the way which education modernization will go and its trend is unshakable.Our country initiated a pilot project of Web-based distance education since 1998.After 6 years' development, it has obtained delightful achievements. Except these achievements, there still exist many problems. How to guarantee the education quality of web-based distance education needs to be studied urgently. Widely lackness of the support of instructional design is an important problem that impacts the quality of the web-based distance education.From the view of integrating theory with practice, the study tried to give some operable means for teachers and designers of web-based education so as to improve their teaching quality.Be based on researches of some modern learning theories, such as constructivism, multiple intelligences and learning activity centered instructional design theory, the thesis presented a principle of web-based learning activity design and constructed a content system of it. The thesis also made a concrete research on every constituent of the content system and then offered some exercisable principle and means. The most important thing is that the research proved the means in practice and then validated the maneuverability and validity.
