In contrast with coastal cities in China,Changsha is a central city with relatively backward economy and people's consuming ability there is at lower level.To well develop and guide the public fitness is favorable to the economic and social development of Changsha City,and to the realization of the goal of service system for national physical fitness within the framework of national physical fitness.For the aim of establishing the public health-building organizations for Changsha City with drawing experiences on the development of national physical fitness and integrating with the unique characteristics of Changsha City,methods of literature,field work,interviewing, comparative study and questionnaire survey are adopted and the rules and regulations concerning health in China are combined with,while basing on both existing theory and practice about health-building organizations.Studies indicate that public fitness for Changsha City still needs further development.The current situations are that human,material and financial resources are invested inclining to athletic sports;the sources of funds mainly depend on the government's grant while other sources are scanty;in terms of places for sports activities,though government would put in a measurable amount of fitness equipment each year,it was found that the apportioning either uneven or nothing in some old communities; regarding the cultivation of social sports consultants,many throw themselves into health clubs guidance instead of public fitness;powerful propaganda and exercise guidance are needed to improve the citizens' cognition.From these we find that it is essential to establish a special public health-building institution and a specific evaluation system of fitness index for the development of Changsha City's public fitness.
