Based on the development conditions of China in politics, economy and international relations, the thesis is focused on some important policy texts about inbound international students education of China, and conducted educational policy analysis from the view of value orientation, main content and characteristics, policy evaluation, thus made a comprehensive review and reconsideration on the long development process of China's inbound international students education.Firstly, the researcher analyzed and defined the main concepts involved, such as"international students","educational policy","policy analysis". Through text and literature research and analysis, the writer then built the policy analysis structure which combined the two dimensions of time and content, and refereed to the three aspects of value orientation, main content and characteristics, policy evaluation. In the policy analysis structure, the process of time was divided into three stages, namely the period dominated by politics (1949~1977), period of junior reform and open (1978~1989), and the period of standardization and further reform and open (1990 until now), and policy analysis was implemented thoroughly in each period. From the research and analysis, the writer summarized that: the inbound international students education policies were in lined with and served in the national strategy; the value orientations of these policies have varied from"the fulfillment of international duty, training the talented for brother nations", to"training the personnel urgently needed in China's modernization and economy contribution through the enlargement of students exchange with foreign countries", and then to"the promotion of international exchange and cooperation between the universities in China and abroad". In other words, the value orientations returned back to the development of education itself after the consolidation of politics and the promotion of economy contribution. In these processes of variation, the content of policy was enriched and consummated. Based on the above research and present era background, the writer finally made the forecast of policy development of China's inbound international students education, and put forward its value orientation and aspects of the content which needed special attention.
