As an important hand in promoting the internationalization of higher education,the education of international students in china has always been valued by the party and the central government.Since the founding of the people's Republic of China,the Chinese government has successively issued a series of quality assurance policies on international students in China in accordance with China's national conditions,international development trends and the needs of overseas students,giving full play to the cultivation functions of "friendly people" in China,"seed talents" in other countries and "bridge people"in the education of international students in china,so as to build a healthy international ecological environment for China's development.As an important part of China's higher education,the education of international students in China has gradually attracted the attention of the public,experts,universities,the government and other personnel and institutions in recent days.It is an important measure to promote the modernization of the education governance system of international students in China in the new era to improve the policy system of education quality assurance for international students in China,standardize the national education quality standards for international students in China,and innovate the way of education quality assurance for international students in China.The quality of international students'education in China is one of the important reference indicators to attract foreign students to choose China as the destination country.To improve the quality of international students'education in China is the national strategic goal of international student education in the new era,and whether the quality assurance policy of international students' education in China is perfect and reasonable has become one of the key factors affecting the realization of this strategic goal.However,at present,China's quality assurance policy for international students' education in China is still in the exploratory stage.In 2018,the Ministry of education of the people's Republic of China issued the "Quality Specification for Higher Education of International Students in China(Trial)",which is the first normative document specifically for the quality of international students'education in China,providing standardized and unified guidance for the education of international students in China.The guidelines also provide the basis for colleges and universities to develop their own quality assurance system for international students in China.However,the policy document has some disadvantages,such as vague standards,general requirements,and weak standardization and operability.Combing the change track of the quality assurance policy of international students' education in China.we can find that for the quality assurance of international students' education in China,the strategy adopted by our government is basically to "cure the headache and cure the foot".The policy is not predictable and complementary,and the policy synergy effect is missing.The quality assurance system of international students" education in China with clear division of labor and clear rights and responsibilities has not yet been formed.This paper,from the perspective of policy text analysis,takes "quality assurance policy for international students'education in China" as the core topic,and takes improving the quality of international students' education in China as the goal,makes an in-depth discussion on the quality assurance policy for international students' education in China since the founding of new China,so as to provide theoretical reference for improving the quality assurance policy for international students' education in China.The research conclusion includes:firstly,this paper sorts out the quality assurance policies for international students' education in China issued by the central government since the founding of new China.According to the landmark events or key policy documents in the change of the quality assurance policies for international students'education in China,it is divided into four periods:the period of initial exploration(1949-1977),the period of adjustment and adaptation(1978-1992),the period of normative development(1993-1999),and the period of all-round development(2000-2020).Four characteristics of policy changes are extracted,namely,the goal of quality assurance is from politics to education,the quality assurance system is from centralization to decentralization,the main body of quality assurance is from government to universities,and the content of quality assurance is from fuzzy generality to professional norm.Secondly,this paper makes a bibliometric analysis of the quality assurance policies for international students' education in China,taking McDonnell and Elmore's classification of policy tools.This paper selects 61 quality assurance policies issued by the state since the founding of new China to analyze.The results show that:the choice of command policy tools is excessive,and the security policy flexibility is insufficient;the long-term planning of capacity-building policy tools is insufficient,which is difficult to meet the actual needs of international students;the policy tools and incentives of institutional change,and it is difficult to promote the effective implementation of the policy due to insufficient selection of policy tools;the combination degree of X-dimension quality assurance policy tools is low;the quality assurance policy of y-dimension selection stage and graduation stage is weak.Thirdly,based on S-CAD proposed by Liang Henian,a Chinese Canadian,this paper evaluates the "Quality Standard of Higher Education for International Students in China(Trial)".The results show that the consistency evaluation effect is good,and the policy value position is basically consistent with the policy objective,the policy objectives are basically consistent with the policy means,and the policy means are basically consistent with the expected results.Generally speaking,the results of the adequacy assessment are of strong necessity and insufficient sufficiency,that is to say,the policy means are not enough to achieve the policy objectives and achieve the expected policy results.The results of response evaluation show that the policy has the best response to the basic needs of the central government and universities,followed by the basic needs of senior administrative staff,international students and their parents,poor response to the basic needs of teachers,and no response to the basic needs of employers.Finally,based on the above analysis and evaluation,this paper puts forward six measures to optimize the quality assurance policy of international students' education in China:(1)optimize the policy tools to achieve the sustainable quality assurance of international students' education in China;(2)optimize the legal guarantee to build the quality assurance standard system of international students'education in China;(3)optimize the enrollment policy to attract high-quality international students;(4)optimize the demand orientation and enhance the employability of international students in China;(5)optimize the security system to guarantee the autonomy of university;(6)optimize the teaching staff to improve the ability of teachers for international students in China.This paper's innovation includes:Firstly,the academic transformation of S-CAD is carried out.The specific evaluation process starts from the construction of policy issues,based on the analysis of stakeholder needs,omits the legitimacy and feasibility evaluation,and increases the responsiveness evaluation.Secondly,through the change analysis,overall analysis and individual analysis,it is considered that the current quality assurance policy for international students' education in China does not respond to the basic needs of employers,and the lack of norms for the cultivation of the employability of international students in China is one of the main problems restricting the improvement of the quality of international students' education in China.Therefore,this paper constructs the cultivation system for the employability of international students in China.There are seven aspects,which are training objectives,curriculum system,employability development methods,whole process career guidance,employer cooperation interaction platform,graduate alumni cooperation platform,employability evaluation feedback platform.Thirdly,through change analysis,overall analysis and individual analysis,it is considered that the lack of quality assurance standards for international students'education in China is one of the main problems restricting the implementation of quality assurance policies for international students' education in China.Therefore,this paper attempts to build a six dimensional spatial structure model of the quality assurance standards system for international students' education in China,including condition dimension,logic dimension,time dimension,level dimension,object dimension and property dimension.
