Educational policy analysis is a newly emerging field of educational research, in which the analysis concerning moral educational policy is rather weak. This dissertation makes comprehensive research on the moral education policy making in the past three decades since the opening-up and analyses its major context and the changes of moral concepts.In order to interpret and understand the long policy making process more profoundly and find the turning points of different stages, this paper takes Deng Xiaoping's speech in South China and China's new curriculum reform as the milestone of three stages. Meanwhile, the content of policy text is classified into moral education aims, value orientation, moral content and implementation, moral education administration and support according to the structure of national moral educational policy documents. Because of the fact that China's political system reform is relatively slow, resulting in the less apparent changes in policy system, it is quite difficult to summarize the different features of stages, so the process of policy making is analyzed as a whole.As to the process analysis of policy text evolution, the writer endeavors to return to the relevant social background and summarize the major changes and make comprehensive theoretical analysis according to the above three-part structure. On the basis of general summary, emphasis is given to the three major influencing factors, namely political orientations, market economy, and life world and their interaction with moral education policy. These three factors are closely connected with China's overall political and economic development and showed up successively and were highlighted in policy texts of different stages.Moral education policy process analysis concerns three parts, namely policy making, policy implementation and policy evaluation. On the base of documentary research, questionnaires, and qualitative interviews, in the perspective of social political and economic system development, the paper describes and reflects on the development pattern and paths of policy making system and implementation in China's basic schools in the past three decades, including the national policies, and their implementation by educational administrative departments and basic schools as well as the evaluation issues, in order to present the concrete issues concerning moral educational policy process.On the above basis, the researcher does not aim at the construction of grand policy development pattern, but cares for problem solution. Therefore, in analyzing the policy development process, the paper picks the problems most important and most interesting to the researcher and gives six major suggestions: the moral education policy provides possibilities to the appropriate tension in politics, markets, and life world; the reform of current moral education in the direction of civic education; moral education policy should promote the transfoumation of moral education with civic education as an approach of breakthrough; elevation of relevance of moral education in basic education; the co-existence of policy-makers and educational researchers; and the reform of moral education administration under the promotion of policy reform. The researcher attempts to provide new approaches to moral educational policy renovation of basic schools and some references to the exploration to new moral education policy directions and practice patterns.
