The Research On The Development Of Urban System Of Provincial Border-Regions

Provincial border-region refers to the edge intermediate belt. It has certain spatial scope and has been affected by edge effect directly between the neighboring provinces. With the development of information industries and the arrival of new economy, the flowing is getting more and more frequent between region units, such as removing of people, physical distribution, information flow and so on. Border-region is the node or the gathering place; the edge effect will be getting more and more important as cities develop. Therefore, the region development should pay more attention to the border-region development, excavate the edge effect fully. Optimizing border-regions of the urban system has become one of most important items among inter-provincial government cooperation, and it is also an essential instrument to promote economical competitive power.This paper takes the Lanzhou-Xining city-and-town concentrated area which crosses border-regions of Gansu and Qinghai as the research object, through analyzing coordinate development of the urban system in this area, exploring urban system optimizing development in the border-regions. Through the analysis, we may find the main factors which affect the urban system in border-regions: natural recourses, military and politics, religious culture and other traditional factors, modern transportation, information technology and so on. Among these, non-sharing for fundamental infrastructures and economic barriers between different administrative regions are the most important ones. The rank of the urban system scale is imperfect and small; the function of the city is unitary and the relationships among different cities are not so tight; the spatial distribution of the cities is unbalanced; city transportation and cyber-space are not perfect, all these affect the healthy development of the urban system in city concentrated areas in Lanzhou and Xining. To adjusting and optimize the urban system, we need to put the following into practice: firstly, try to realize a specialized overall development pattern gradually, in which the big, medium-sized cities and small towns may develop coordinately. Secondly, conform superiority function and promote industry clusters, meanwhile enlarge the hierarchy of the functional structure. Fourthly, enhance the competitive ability of the central towns, develop the economy in county towns and improve the comprehensive ability of the city-and-town concentrated areas. Fifthly, adopt the strategy of"Two metropolitan Areas with an Axis in between", that is, Lanzhou metropolitan and Xining metropolitan plus the axis of Lanzhou-Xining. Finally, from the aspect of improving the organization and coordination institutions, integrating industries and strengthen ecological protection, the author of the present paper presents some safeguarding measures for optimizing the urban system.
