Mongolian higher education is the component of minorities'higher education. After China's foundation, Mongolian higher education developed faster than any times, and made great contribution to Mongolian modern development. In recent years, the inner of Mongolian higher education appeared a lot of problems, especially the inherence problem of Mongolian traditional culture was neglected. In the paper, the writer looked back on the development experience of Mongolian modern higher education, and described its duality. In order to prove the duality theory, the writer analyzed the history and current situation of Inner Mongolia Normal University, summarized the problems that existed in Mongolian higher education and reasons, and gave constructive advice to promote its characteristic development. In the paper, the author mainly applied documentary research, investigative research, comparison research, research of the subjectivity and objective, and so on. At last, the paper set up systems, which were the close connection between theory research and realistic problem, and the close combination between macroscopic discussion and individual case study, and studied the system of Mongolian higher education in a global way.This paper introduced the derivation of choosing title and the purpose and significance in the preface part. The author summarized relevant research of ancestors and the key documentary on this paper, and defined the main concepts, which are traditional culture of Minority and multi-culture, and they had great significance to the questionnaire investigation and analysis. After this, the writer introduced the study methods in this paper. In the first part, the writer introduced the relationship between the characteristic development of minorities'higher education and its duality, and analyzed duality's connotation of Minorities'higher education.In the second part, the first point and the second point introduced the history development of Mongolian modern higher education, and described the duality characters of development achievements in Mongolian higher education. Inner Mongolia Normal Universityis the main land of Mongolian modern higher education. The third and the fourth point summarized the history and current situation of Inner Mongolia Normal University by the individual case study way, and proved duality theory of Minorities'higher education, and got to know the present realistic problem that existed in the Mongolian higher education.The third part introduced the body of this study. The author gave a deep talk with professor of Minority traditional culture, teachers of higher education, the undergraduate of Mongolian, the administrative management people of Minorities'higher education, and knew more about plenty of theory and practical problems from them, and got to know the understanding and explanation from interviewing those above people. In the fourth part, the author introduced the objection of this study. The writer stated the inner dialectical relationship of minorities'higher education duality on the base of integrating the second and the third part, and represented the reasons of its duality in the appearance of Minorities'higher education, the formation of cultural sources and the necessity of characteristic development, the basic theory of characteristic development, and the objective value of its aims, etc. After that, the writer summarized the concrete problem and reasons of Mongolian higher education, and gave some detailed advice on promoting characteristic development of Mongolian higher education.In the fifth part, the author stated the conclusion, and analyzed the relative angles and methods on this study in the future, and summed up the advantages and disadvantages of the study.
