We have had great achievement on the construction in ethnic minority areas, as well as the development of higher education for the minorities (HEM), because of the support of the CPC. But it can not be denied that there are many problems in the development of HEM in our nation. To put it another way, it is of vital importance for seeking suitable public policies to improve the development of HEM, from the point of government management. The major tool is "public goods theory" in the analyzing.Firstly, I account for the background and bearing of the study, clear up the study situation in both the domestic and overseas. And then, I confirm the clue, basic theory, tools and approach of the research. Secondly, explaining the basic theory, I corroborate the attribute of public goods of HEM from analyzing the "public goods theory". Because of the rapid social transformation, HEM has great positive externalities. Thirdly, analyzing the problems, I analyze the problems in development of HEM from the angle of view between government and market through the "public goods theory" and other relating theories. At last, I suggest the Countermeasures on the problems in HEM through concentrating on the government. To put it more precise, transforming the manners and paradigm of government, constructing valid governance structure of judicial person for HEM, improve efficiency and reduce misplay of government, and strength supervising on environment of HEM market.
