From the last century in the late 80's, along with economic development, all kinds of talent impede the flow of the gradual loosening of the system, many primary and secondary school teachers also flows into the tide of talent. Flow of teachers is not only the individual teachers to maximize their own interests, but also the result of the entire system environment suitable for the flow. The reasonable flow of teachers is good to promote the professional development of teachers, optimize the structure of teachers, and reflect the education fair. However, the flow of teachers is the upper flow, or the static flow. This has led to society, parents unhappy. Why is there a lot of unreasonable situation in the flow of the process? How can stabilize the teachers in rural and remote areas and construct a reasonable flow of a formal system to promote the rational flow of teachers, this is the purpose of this article.In order to research this issue, I use the empirical survey to investigate a number of schools in Huaibei city, Anhui province. According to the statistics: Teachers who in rural primary and secondary school flow to the cities or towns, while the urban middle and primary school teachers want to move to more favorable conditions area, or the eastern area ; Teachers' communication policy is not ideal, in fact communication in urban and rural areas shows that the trend is single-phase. The formal system reasons that cause the static flow or the single-phase flow mainly concentrate on three areas: the lack of a specific teachers' flow law, teachers' flow has been no legal basis for years; country-level flow policy implementation ineffective; unreasonable related formal system has affected the current status of teachers' flow. The formal system includes: urban-rural dual system long-term existence, "The county-based" investment system is imperfect, Teacher personnel system is unreasonable, the impact of key school system.In order to solve the teachers' unreasonable flow status quo caused by the formal system, the author think the government should consider a formal system through formal system innovation and improvement to regulate the flow of primary and secondary teachers. In this paper, the formal system innovation includes: Formulation teachers' flow law; operating school by group. Formal system improvement should include: improving the teachers' communication policies of country-level; detailing the procedures for the exchange of teachers in urban and rural areas, increase supervision over the implementation of policies; the elimination of the dual urban-rural education development mode, adjust the system of basic education investment; improve the system of teacher personnel, further improving the appointment system and the preparation of primary and secondary school system.
