Research On Construction Of The Certification System Of Non-formal Learning Outcomes

With the development of the theory of lifelong education and the construction of the learning society, Credit Bank is seen as an effective means for all countries to further improve and realize the idea of the lifelong education. One of the most important functions of Credit Bank is to improve the connection and construction of all kinds of education. Therefore, it is significant to study the certification system of non-formal learning outcomes weather in theory or in reality.The dissertation taken in the course of the study use combining research methods which combine the theoretical analysis and the literature analysis. First, the study starts with the definition of the relative concept including “non-formal learning”,“non-formal learning outcomes”, and “the certification system of non-formal learning outcomes”, analyzes its key factors, structures and functions, and puts forward its features, that is, it is lifelong, fair and open to all learners. The second part is the cases of Korea and Australia, from the analysis of whose experience, certification authorities, criteria and procedures, the certification criteria of the non-formal learning outcomes is established with the ability-oriented framework. On the basis of the exploration in China, and analyzes the practical experience of the certification of non-formal learning outcomes which are commonly acknowledged among Vocational Education, Adult Higher Education, and General Higher Education with the adoption of the methods of case study and interview. The last part is the thoughts of the construction of the certification system of non-formal learning outcomes, and contains five elements, including the design of the law and policy, the establishment of the organization of decision-making, management and execution, the certification criteria based on ability, and the perfection of funds, Quality Guarantee System, and the development of Database System.
