As an important part of the lifelong education system, Non-formal education takes an irreplaceablepart in the development of human capital in the worldwide. From China’s education reform which had beencarried out in1995, great achievements had been made in non-formal education, for instance, literacyeducation, special education, vocational education, distance education and job training. Profiting from this,the chance to accept a higher level of educational is possible and the growing in the community is possible,too. Training market had become more powerful after private capital rushed into, and more types ofeducational services were afforded. However, there are many problems in government regulation andinvestors’ investment direction due to non-formal education system is not exact. Then, the segmentation ofnon-formal education results in lacking of the contact with formal education system; and the lacking ofsupervision is not advantaged to the long-term development of non-formal education market.The human capital theory and the theory of public goods are selected as theoretical basis in this study.Firstly, the concept of non-formal education and the nature of the economics of mixed products weredefined as well as the main areas of non-formal education, such as literacy education, continuing education,distance education and educational tutorial. Considering the development status of several areas, the studysuggests that the system of non-formal education of our country is not exact, the investment is not perfect,and there are more tough educational problems in the market. The study select the government, enterprises,individuals, NGOs as four typical investors in non-formal education as a research starting point, confirmthe motivation and investing form in non-formal education of several investors through the motivationanalysis, in order to design more restraint and motivator in non-formal education system. Through thequalitative analysis of data about China’s population age structure, educational status, income status fornearly a decade to prove that China’s great efforts in non-formal education is necessary and feasible. As thecoming of aging and the transfer of rural labor, the follow-up education to young population as well as theentire labor force is necessary, increasing in disposable income of the family takes more fund supports tonon-formal education. Based on the analysis of motives of four investors, the study is sketched out an non-formal education system framework. Finally, take a brief analysis of the internal structure and theexternal environment about the non-formal education system. The internal structure includes the core idea,internal division, investment mechanism and internal monitoring and evaluation; the external environmentincludes the linking up with formal education, security of the laws and regulations and social recognition.
