Study On The Path Transformation Of The Goverment Functions In Urban Community Construction

Morden urban community construction is an important reformation in China's urban social management system.And it also restructure the relationship between state and society. It has great significance to Promote the construction of urban communities both in consolidating political power of grass-root organization and strengthening the construction of socialist democracy.The government is vitally important in the process of constructing urbn community . Along with the deepening of reform and restructuring of our society,government in the management of urban communities face many new problems and therefore it is necessary for the government to carry out the reform. However, the current urban community building in the government action has left a serious problem from the planned economy period ,which scholars have been known as the "consequences of the system", that is, the current urban community building in the change of government functions has still greater dependence on the path.On the basis of the analysis of Nanchang City in the West Lake area community-the-spot investigation, first of all ,the author do an analysis of government in community building functions; At the same time, with an analysis of China's current urban community construction of the actual situation and community building on the government's demanding,there will have a lot of unfavorable factors for government over more community building interventions; The author argued the transformation of government functions are the premise of self-government and community. On the study of the obstacles to the transformation of government functions, power and the reasons, revealing the relationship between transformation of government functions and urban community development and its impact on urban modernization process. This study was of the view that strengthen self-government capacity-building in urban communities and gradually reduced the community's system of government depends. On the idea of urban Community Development in the conversion of government functions ,it is necessary to give full play to the role of government, but also to strengthen self-government in urban communities to promotethe development of urban communities.
