Community is the inevitable outcome of social development, especially for the development of society economy, along with the reform and development of socialist market economy system and political system, urban community has increasingly become a prominent position in the social development, and it has gradually become the strategic space in the Construction of China’s Grass-roots Democratic Politics. Autonomy as the core building of grass--roots democracy which is an important part of China’s democratic development.At the end of the1870s, due to the political, economic and cultural aspects have undergone significant changes, the villager autonomy system and urban community autonomy system have been established up, and it has shown strong vitality. In the1990s, with the development of the urban community construction, urban community residential self-governance has also taken off. Urban community residential self-governance refers to in the range of urban community, as well as in the limits of the laws, regulations, policies and relevant standards in force, the social members should handle the community public affairs through the democratic consultation without external force mandatory. The aim of which are the residents can be served, managed and educated by themselves. Under the leadership of the party and government, the aim of which is the residents can be supervised, served, managed and educated by themselves through democratic election, decision-making, administration and oversight. It also played a positive role in the community during the transition period.With the urban modernization, social pluralism, political democratization, urban community residential self-governance gradually brought out a new life, and it also played an important role in the development of grass-roots democracy, it already has made a lot of achievement.
