In the period of economic system transformation,the relationships among our government,society and market has been profoundly changed,citizens urgently hope the government can provide better quality of public products.With the gradually popularization of lifelong education and the concept of learning community,more and more people pay attention to and participate in community education.As an international metropolis.Changzhou social labor flow has become much larger.Therefore,it is significant to carry on the corresponding skills education for the laid-off and unemployed workers and employees.Community vocational education which is impure public goods,based on community,is the main part of community education.The government must play a leading role in its development,and at the same time,community vocational education is a vital carrier to promote the transformation of government functions.In this paper.government functions in community vocational education as the object of study,discusses what roles the government should play,how about functions situation and how to perform better.Firstly,reviews government functions in vocational education in the past history periods,then summarizes five big functions which the government should play in community vocational education that is leading,safeguard,publicity,supervision and coordination.Secondly,through field survey,the author analyzes the current status of government administration of community vocational education,choosing public good theory and good governance theory for theory support,compared with inevitable functions,pointing out the problems exist.Finally,illustrates distinguished patterns of U.S.,German and Australia in terms of government administration of community vocational education,absorbs their successful experience,and then combined with our nation conditions and the real situation of community vocational education in Changzhou.The author holds that government shall make efforts in five aspects to strengthen functions involved in promoting community vocational education:speed up legislation process and establish supporting development policies:improve the government funds investment,determine the reasonable percentage of education funds according to the principle of responsibility symmetry to ensure the financial supply,broaden financing channels;intensify publicity function,phase in community vocational education supervision mechanism;encourage citizen participation in community vocational education and formed a "polycentric governance" model.
