The Normal schools are the cradles of teachers, and they keep training new teachers . However, for a long time, the Normal schools have firmly adopted the traditional pre-service education theory, expecting the several established teaching modes which have been experimented successfully to solve every changing problems in the actual teaching. The students in the Secondary Normal schools are the particular examples, who are trained passively to reach the standard set up by the laymen, and carry out their tasks to get the specific knowledge and competence.But due to the social and educational development, this kind of teachers no longer adapt themselves to the changeable situation. Since the 80th of the last century, a new theory sprang up in the teaching reform and practice around the world------teaching-reflection theory, which rocked the position of traditional theory dominating in the field of education for a long time.Nowadays, the teaching-reflection theory has already stricken root in the hearts of the teachers, and it became one of the yardsticks to measure whether a teacher is excellent or not. However, what the teachers ponder and study focus mainly on themselves .They seldom study the reflective ability of the normal college students, let alone that of those students from the Secondary Normal Schools.the present study gave a questionair investigation and some interview about the cognitive degree of reflective teaching to the students in Shangrao Normal School. the result of the investigate is quite beyond satisfication.only 36.8 percent among 117 questioned students know"reflectiveness"correctly, and only 16.2% often experience reflective teaching and learning. we can see from the interviews that the students from the interviews, the students of normal college do not have enough knowledge of reflective teaching and learning. and they also hope that they can acquire more knowledge cultivation about teachcer specializationSecondly, based on the fact that Secondary Normal School students' reflective ability is not high, which was revealed in the questionnaire and the individual interview, the present study took the reflective teaching in ideological and political class as methodolody, the cultivation of normal school students'reflective ability as the educational philosophy, the improvement of course instruction's practical effectiveness as the goal. furthermore, this study put forward a cultivating model, integrated with normal school, individual, and institutions.
