Family planning is one of the greatest tests of social reform in China in the 20th century, which has exerted profound influence on Chinese society, especially on the rural society. In different historical periods, the government implemented different management practices of rural family planning, correspondingly, farmers'procreative behaviors also changed with the society. As the main country body, the farmers'procreative behaviors show great conservatism due to the impact of rural social foundation.Setting the times of china's rural tax-fee reform as background, S rural area in western china as an example and materials collected from the field interviews and local information, the thesis describes the process of S township government's family planning after tax-fee reform form microcosmic aspect, to explore what kind of interaction between township government and farmers, so that the township government's family planning become possible.The thesis holds that the finance of township government is becoming increasingly an "empty shell" after the tax-fee reform, with the result that the township government's family planning appears profitable feature increasingly, controlling population and the significance and function of Family planning services do not have to be more to achieve and strengthen. Facing the collection of Social compensation fee of the township government, the farmers did not " await their doom ", but tried to "escape." the township government and farmers alternated between cooperation and opposition.They achieved a dynamic balance in the continuous game of mutual interest through disorder and irrational interaction, so that the family planning become possible.
